M.V.  Flinterstar ruled total loss after K Line Collission

The Flinterstar ran aground on a sandbank after a collision with K line ship Al Qraiq. The accident occurred on Tuesday morning 10 km from Zeebrugge. The Qraiq was seized by the Federal Public Service Mobility in Zebrugge for necessary investigations.

The Gothenburg Port Authority has decided to leave the Port Tariff unchanged. As a result, the Port Tariff for 2016 will remain at the 2015 level.

UK Conservatives fire early shots in EU battle 
 Conservative MPs have already begun the debate over the referendum on Britain's membership of the European Union, reopening old divisions that once nearly sank the party.
Prime Minister David Cameron has yet to set the date for the in-out referendum -- promised by the end of 2017 -- and is still to negotiate pledged reforms with European partners, but the issue has dominated many fringe events at the party's annual conference in Manchester this week.

"I believe that membership of the EU makes us a stronger country, more prosperous and more secure," said MP Damian Green, chairman of the Conservative European Mainstream group.
"That argument has to be made between now and the referendum, and in particular that argument has to be made inside the Conservative Party."

Fellow MP Gerald Howarth, who has vowed to vote "No" whatever concessions Cameron gains, disagreed.

"Have a look and see how this organisation has evolved since the British people last have a vote in 1975: they change their name and they introduce a shedload of more regulations and we have transferred a shedload of powers," Howarth said.

- 'A very difficult campaign' -
It is currently hard to gauge the relative strength of the party's factions.
There are 22 Tory MPs firmly in favour of a "Brexit", while 47 are leaning towards a "No" vote, according to a study published last week by the think-tank Open Europe.
Only 14 are firmly in favour of staying in, while around 200 remain undecided, said the study.
"It is going to be a very, very difficult campaign," admitted europhile MP Anna Soubry, the minister for small business
.
"We should never underestimate the passion, some would say the obsession that those who want us to leave have."

Britain's loudest anti-EU voice for over two decades has been Nigel Farage, head of the UK Independence Party (UKIP).

















 
UK exit from EU would be 'disaster'
German Finance Minister Wolfgang Schaeuble said on Tuesday that he wanted to do everything possible to keep Britain from leaving the European Union, adding that it would be a disaster for both the British and Europeans.

"I hope that we can convince (the) UK... (to) stay in the EU, because a Brexit would be a disaster for the UK and for Europeans," Schaeuble said during a discussion with students at Sciences Po university in Paris. 

Schaeuble also said that he hoped Britain would join the euro in the coming years.
"It will take some time," he said.

11th Round Transatlantic Trade and Investment Partnership Negotiations
The eleventh round of the Transatlantic Trade and Investment Partnership (TTIP) negotiations will take place in Miami, Florida from October 19 - 23, 2015.
The Office of the U.S. Trade Representative (USTR) will host a stakeholder forum on Wednesday 21 October from 11:00 a.m. – 4:30 p.m. to provide an update on negotiations and solicit input and feedback from interested stakeholders, as well as a press conference on Friday 23 October to discuss outcomes from the negotiations.

We welcome the announcement by Transport Minister Patrick McLoughlin that work will re-commence on the sequential electrification to key railways in the North to boost economic activity and promote social interaction

 Just putting wires above the TransPennine line from Manchester to York and Selby smacked of cheap, short-term and incoherent planning by Network Rail. Taking a little longer and developing a complementary package of line improvements is highly desirable. It has to be noted, however, that this will take at least four more years than originally planned.

 Missing Vessel El Faro

The search continues for the missing vessel however the Coast Guard has released new photos of debris found during their search for survivors. It is believed the vessel sank during Hurricane Joaquin on the 6th October. Unfortunately the ship sank in an unknown location.

















  

 M.V Haidar Capsized (Brazil)

The vessel capsized alongside the peir Vila Do Conde leaving 2015 cattle stranded on top of the overturned vessel.  It is reported that around 5,000 animals were on board the vessel at the time of the sinking













Stena Gothica listing 

Whilst leaving Fredrikshavn the vessel entered the port of Goteborg with a  stsrong list to port side. The ship was loaded with 35 trucks, 39 passengers and 35 crew.  The owners are trying to establish the cause.

The EU today finalised the ratification process of the WTO Trade Facilitation Agreement – the first major multilateral deal in years, expected to significantly simplify and modernise customs procedures around the world. 


The trade facilitation talks started as part of the Doha Development Agenda. Considering the potential benefits of this agreement for all countries and, in particular, the developing ones, the WTO Members agreed in the end of 2013 to prioritise a stand-alone deal on customs matters.

Houston's Barbours Cut Terminal

This terminal has been approved to receive post-Panamax vessels and is expected to see in influx of mega sized ships.


Kakinada (Singapore)

Singapore’s PSA International Pte Ltd, the world’s top container terminal operator by volume, plans to set up a container loading facility at Kakinada port in Andhra Prades. This will expand its presence in Asia's third largest economy. 


Port of Rotterdam

The port has instructed the construction of a new jetty at the LBC terminal in Botlek which will provide the port with the necessary capacity to expand services to its customers. The first phase to construct two berths will be completed by mid 2016

Port of Lagos (Nigeria)

Congestion at the port is causing some concern due to the planned closure of the ports by the Maritime Works Union in Nigeria over non-payment of their emoluments and other benefits

 Port of Bronka (Russia)

Dredging is under-way  on the bottom of the Gulf of Finland in Russia which is a Deepwater port under construction south of Kronstadt. The dredging has dispersed dozens of miles west of the Gulf of Finlan.

Hapag Lloyd five new ships

Container shipper Hapag-Lloyd announced it has signed a 12-year $372 million facility agreement with a banking syndicate to finance the construction of five new vessels ordered from a South Korean shipbuilder Hyundai  The five new 10,500 TEU vessels, are due to be delivered  between October 2016 and May 2017. The ships will be used on their South American routes and will expand the reefer capacity with 2,100 reefers plugs for each vessel.  The vessels are 333 mtrs long and 48 mtrs wide. 

Mearsk transfers 12 ships to third party management

The company has transferred the operating of these vessels to E.R Schiffart and Bernhard Schulte for the next five years to improve efficiency for the whole fleet by gaining experience from this operation.  Maersk have several new vessels on order for delivery in the next few years. 

Mearsk will a add to his docking order the port of Laem Chabang (Thailand) starting October 2015 and will eliminate the need for trans-shipment of their cargo.

Trade News - Customs UCC

Changes under the UCC

The UCC is being introduced across the European Union (EU) on 1 May 2016. There’ll be a number of changes to how goods cross EU borders and some transitional arrangements will operate until 2020.

The main changes from 1 May 2016 are:
  • mandatory guarantees for most special procedures and temporary storage (TS) – this only applies to new authorisations
  • the ability to make some movements under TS rather than national transit or Electronic Transit System (ETS) – formerly New Computerised Transit System (NCTS)
  • the removal of the earlier sales provisions relating to valuation – but there are some transitional arrangements
  • all communications between customs authorities and economic operators must be electronic

The UCC is a revision of the Modernised Customs Code (MCC) and HM Revenue and Customs (HMRC) is updating public notices and guidance to reflect this. HMRC expect further EU guidance to be issued soon on topics such as Union Transit and Authorised Economic Operator (AEO) arrangements.

the UCC changes allow HMRC to obtain in advance the information on the shipment for import in the EU, customs authorities are able to analyse the risk before arrival of the goods and schedule the required controls. This information is sent by means of an entry summary declaration (ENS). 
 
The ENS shall be lodged at the first customs office of entry before arrival of goods at the EU customs territory. In order to avoid any interference in risk analysis for security and safety purposes, there are specific time limits to lodge an ENS depending on the mode of transport (see table below).  

In principal the carrier of the goods should lodge the ENS with the required details before arrival of the goods at the first customs border of the Union. However, the importer, consignee or a representative of the carrier (or any other person holding those particulars), is also entitled to lodge the ENS.The ENS can be submitted with one or more datasets. However, such details must mandatorily be stated in the ENS. 
 

SUMMARY

One of the main changes laid down by the UCC is the requirement to provide the six-digit commodity codes of the goods in the ENS instead of the four-digit codes (or a brief cargo description of the goods), as currently prescribed in the Community Customs Code (CCC). 

The UCC, its implementing provisions and delegated provisions will be in force as of 1st May 2016. To be aligned with the UCC requirement concerning the Entry Summary Declaration, any economic operator might want to adapt their ENS declaration systems to be able to provide sufficient details on the CN subheading (6digits) and consider the changed deadlines
