                 Special Procedures under the Union Customs Code
                                                    (UCC).  




Who should read:      Any economic operator, agent, authorised company and anyone involved in importing goods to special procedures after 30 April 2016.             
What is it about:        Main changes to special procedures following the        implementation of the UCC.
When effective           On publication.
Extant until/ Expires Until further notice.


 

Introduction.

Following the adoption by the Commission of the Union Customs Code (UCC) Delegated Act and the publication of the final text of the Implementing Act this paper gives guidance on the major changes to special procedures under the UCC which will take effect on the 1 May 2016.


2. Major changes.

Authorisations

You may continue to use your authorisation until it expires or is renewed/ reassessed by HMRC until 1 May 2019 at the latest.
However, goods entered to:
Inward processing suspension
Customs warehouse types A, C, or E
End use or
Processing under customs control (PCC)
on or before 30 April 2016, which have not been released to free circulation or discharged by 1 May 2016, must be ended or discharged under the new UCC rules.
For example, goods entered to End Use relief will require the submission of a Bill of Discharge.


Goods entered to:

Customs warehousing type D (CW D)
Inward processing drawback (IP D)
Temporary admission or
Outward processing
on or before 30 April 2016, which have not been released to free circulation or discharged by 1 May 2016, must be ended or discharged under the current Community Customs Code rules. For example you may continue to continue to discharge goods under the type D rules of assessment until 31 December2018.
After 1 January 2019 you will need to discharge all remaining goods under UCC rules of assessment.

    M.V. Zi Yun - Collison with tanker Guoliang 399 off  Zhousan, China



    Man died after falling overboard the M.V. Olza the vessel was in the Northsea unfortunately the Guolian 399 sank however with no loss of life.

    M.V. Independence of Seas rescued 8 refugees fleeing from Cuba after they were spotted out at sea. The eight were floating on a row boat attached to barrels.

    Stronger control of firearms
     

    Today the European Commission adopted a package of measures to make it more difficult to acquire firearms in the European Union, easier to track legally held firearms, strengthen cooperation between Member States and to ensure that deactivated firearms are rendered irreversibly inoperable. 

    The package of measures on firearms adopted by the College of Commissioners today includes a revision of the Firearms Directive to tighten controls on the acquisition and possession of firearms; a Regulation on common minimum standards for deactivation of firearms. The Commission also announced that it will prepare an action plan against the illegal trafficking of weapons and explosives.

     EU to crackdown on illegal firearms after Paris attacks


    (BRUSSELS) - The European Union said Wednesday it will push through plans to tackle the trade in illegal firearms, ahead of a crisis meeting of interior ministers in Brussels following the Paris attacks.
    EU Migration Commissioner Dimitris Avramopoulos also urged member states to make better use of intelligence-sharing tools to protect Europe's borderless Schengen area, which has come under scrutiny after the attacks.

    Brussels also aims to have agreement by the end of the year on a controversial plan for the US-style sharing of air passenger name records, regarded as a key step for maintaining security within the passport-free Schengen zone, he said.

    M.V. MSC Katrina

    The vessel  had a damaged container from cargo hold two whilst being berthed at Eurogate (Hamburg). The container containing charcoal was discharged as a precaution and has been successfully dealt with by the port fire fighting forces - this post was released 20 minutes ago.

    M.V. Spirit of Tasmania (Melbourne)  involved in bomb threat

     

    Several hundred passengers from the vessel  were stranded for several hours after a bomb scare was received. After investigate the vessel was deemed to be safe and no threat found.
